A polar bond is made when there's a difference in electronegativity between the two atoms bonded. The more electronegative atom will "steal" an electron from the less electronegative atom to achieve a full octet of electrons, making it a negative ion.

According to the chemist’s definition, a polar bond is one in which the electrons are more attracted to the nucleus of the molecule in one direction than another. This makes the molecule slightly positively charged on one side and slightly negative on the other side, so that the side with the positive charge is attracted to the negative side of other polar molecules.

The hydrophobic nature of oxygen is what dictates if a bond is polar or nonpolar. A polar bond is when there is a positive or negative charge at either end of the molecule. A nonpolar bond is when there is no charge at either end of the molecule.
