Flush the toilet once before using a plunger. This will help clear the bowl of water from the previous flush and help the plunger create a seal with the water in the bowl. Make sure the plunger is fully extended before you place it in the water. Plungers work by creating a suction seal with the water.

How to fix a toilet that is clogged and plunger won't work? First, you could try pouring some baking soda down the drain. The baking soda will help to soften the clog. After that, pour either hot vinegar or hot baking soda down the drain. If the clog is still there, you can try plunging again.
