You can follow these steps to enable two-finger scrolling:
  1. At Control Panel, click Hardware and Sound > Mouse.
  2. Click the Device Settings tab. ...
  3. Expand MultiFinger Gestures, and select the Two-Finger Scrolling box.
  4. Click Apply.
  5. Check if your touchpad now works properly.

Check your mouse settings. If you are using a mouse with a wheel, set the wheel to scroll by pressing on the wheel itself and moving the wheel. If you are using a touchpad, make sure that it is set to scroll. If you are using a touchpad, check your settings to see if you have set it to scroll.

If your touchpad scroll isn’t working, the problem might be that the control panel is set to a different mouse. You can fix the problem by doing the following (this assumes you’re using Windows 7): Click the Start button, then click Control Panel. If your mouse has Scroll or Pointing help, click it.
