There are a few ways you can tighten up the balancer. You can try to loosen the idler pulley and tensioner and then tighten the belt. Or you can try to tighten the idler pulley and the tensioner.

However, the balancer is held in place with only two bolts (one of which is a 1/4 inch bolt) and is able to wiggle around in its housing. To tighten the balancer, loosen the 1/4 inch bolt and then wiggle the balancer in place until it is no longer loose.

I have a 1955 Chevrolet 3100 that has a loose front balancer. I know how to tighten it, but I want to know more about how it works and how to fix it and keep it from happening again. I've heard I need to put shims in front and back of the balancer, but I need more information.

I'm not sure exactly what you mean by loose front balancer but if your front balancer is loose in the sense that it's not perfectly balanced, then it's probably because you have a worn-out or damaged front crankshaft.
