You should clean the handle with vinegar and water to see if it's clogged. If this doesn't work, you'll need to replace the handle or the plunger. Make sure the handle is connected to the rod. If it's not, then you'll need to replace the rod.

The first step in fixing your toilet handle is to remove the lid on the tank that hides the fill valve. This is the part of the valve that is screwed into the bottom of the tank. It has a rubber washer on it that seals the valve.

 The next step is to remove the handle and the chain.
