How to fix a broken seat belt in a 2000 toyota tundra?

I took it to the dealership and they said it would cost $800 to replace because the part for the seat belt comes from Japan.

I have a 2000 Toyota Tundra and my drivers seat belt is broken. The seat belt retractor is still working but the latch at the bottom is not. The latch is not even attached to the retractor. I can't find a replacement part for it.

To start the repair, loosen the fastener for the seat belt buckle cover, which is on the side of the seat belt buckle. Remove the seat belt buckle cover. The seat belt retractor should now be visible.

I have a 2000 Toyota Tundra with a broken seatbelt. The seatbelt will not retract, and it will not come out of the holder. I know the seat belt light is on, but not sure why. Is it a fuse? What can I do? I have a 2000 Toyota Tundra with a broken seatbelt.
